Allow subsequent operations while preserving unknown task outcomes and cleanup gates

After explicit confirmation, permits only subsequent operations to proceed. The original items retain released_unknown and their audit facts. This does not mean the original device action succeeded, failed, or was cancelled, and does not redispatch the original command.
