Get creation options and capacity for the current Cloud Card
Reads only the creation-candidate snapshot pushed to Core after Backend startup and every 10 minutes. GET neither contacts the machine room nor triggers collection. Missing, expired, or old-epoch snapshots yield executable=false. Freshness is 15 minutes; stale retention is at most 24 hours. Reading again only queries Core. Actual creation is still revalidated live by the machine room.
