Issue read-only preview tickets for the current targets
Requires stream:view and a current technical reference; powered-off/offline targets are permitted, stream:control and H.265 are not required. Maximum 50 unique env IDs. Tickets expire within 60 seconds and existing session/grant/allocation deadlines. Core persists expiry under resource locks before independently registering each room via its trusted /internal endpoint; failed/unknown rooms never return a ticket. HTTPS frontends require WSS; insecure WS is allowed only for loopback fixtures.
